DOD DEFENSE HUMAN RESOURCES ACTIVITY (PROGRAM AND SYSTEM ASSESSMENT)
The Kerr Company performed a detailed assessment and gap analysis of DoD’s Defense Human Resource Activity’s (DHRA) Training, Education and Professional Development (TE&PD) program across five organizational areas: (1) Mission, Vision, and Strategy; (2) Program Structure and Content; (3) Policy and Processes; (4) People; and (5) Human Capital Technology.
Specific program, policy, process and people tasks performed include: (1) Researched and assessed DHRA’s TE&PD program against best practices; (2) Interviewed and held focus group and best practice interviews with DHRA management and over 60 staff and internal and external stakeholders to assess their TE&PD needs, recommendations and best practices; (3) Identified TE&PD gaps; (4) Developed redesigned To-Be TE&PD processes to close the gaps and increase the use of automation; and (5) Made recommendations for closing the gaps across all areas assessed.
Specific human capital technology tasks performed include: (1) Researched Learning Management Systems (LMS) best practices and standards; (2) Gathered LMS requirements from the client and external LMS procurements; (3) Developed To-Be TE&PD processes with LMS swimlanes to reflect the business process and system interactions; (4) Identified a number of suitable LMS products; (5) Interviewed six federal agencies (OPM, USDA, DHS, DAU, DFAS, and NTIS) that use LMS or offer LMS-as-a-service, to ascertain the functionality of the LMS products and offerings; (6) Performed an LMS alternative analysis that evaluated six LMS products (COTS, GOTS, and one open source) against the functional and technical requirements and other criteria (e.g., cost, ability to implement, procurement method, etc.); and (7) Recommended the most suitable LMS.
