PROJECT DESCRIPTION

Was engaged over four years to provide IV&V services to the Department of Housing and Urban Development, Office of the Inspector General (HUDOIG).

Phase I: Provided various IV&V, quality and performance evaluation activities that involved assessing the performance of HUD OIG’s contractors and the IT infrastructure/systems they developed and operated. Tasks performed include: (1) Defined SLAs and determined if the IT infrastructure was meeting contract and SLA requirements; (2) Assessed whether contractors were meeting performance and quality metrics; (3) Assisted the CIO with designing the organization structure and staff roles and responsibilities; and (4) Assessed the client’s contract costs and immediately identified approximately $255,000 in contractor overbillings and identified close to $2 million in yearly saving if the existing contract was re-competed versus exercising the option years.

Phase II: Evaluated performance of HUDOIG’s new Network/IT Infrastructure contractor and assisted with implementing IT infrastructure and data circuits in a central data center and in 47 offices throughout the country. Tasks performed include: (1) Assessed if the IT infrastructure and systems had met all contract requirements for full operations; (2) Evaluated the contractor’s disaster recovery plans; (3) Reviewed the quality of the contractor’s implementation documents (e.g., Concept of Operations, Help Desk, Security Plan, Data Center Standard Operating Procedures); and (4) Assessed the contractor’s progress performing data circuit install and testing.

Phase III: Evaluated the quality and performance of HUDOIG’s Network and IT Infrastructure contractor. Tasks performed include: (1) Developed a performance-based contract bonus plan: defined metrics and SLAs, and monitored performance against SLAs; (2) Performed a contract requirements gap analysis; (3) Performed IV&V of system projects; (4) Assisted in the management of the organization-wide technology refresh; and (5) Assisted in the evaluation and planning of a data center move.
