US OFFICE OF PERSONNEL MANAGEMENT (OCIO-WIDE ASSESSMENT)
PROJECT DESCRIPTION
The Kerr Company performed a detailed assessment of the Office of Personnel Management’s (OPM) OCIO that assessed the OCIO across five organizational areas: (1) Mission, Vision, and Strategy; (2) Organization Responsibilities, Structure, and Sizing; (3) Functions and Processes; (4) Technology, and (5) People.
Specific tasks performed include: (1) Researched and assessed OCIO performance against numerous Federal and OMB-mandated requirements (Clinger-Cohen Act, 25 Point Implementation Plan, CloudFirst/FedRAMP, TechStat, PortfolioStat, IT Shared Services, EA, Open Government); (2) Reviewed the OCIO IT Strategic Plan to assess performance of the OCIO against the plan; (3) Interviewed key Business Unit executives to assess their IT needs and satisfaction with services provided by the OCIO; (4) Identified IT best practices and assessed the OCIO against them; (5) Reviewed MOUs/SLAs developed between the OCIO and key business units; and (6) Recommended organizational, process and staffing changes to improve OCIO performance and internal customer satisfaction.
